CBD Revitalisation - Cox Street

Background

The Hamilton Structure Plan identified the importance of Cox Street entry precinct and the opportunities for it to present as a proud town entrance, while at the same time demonstrating opportunities for a vibrant retail precinct with large format stores within the CBD area. The precinct draws on information gained from the community workshops and works with the existing land ownership pattern.

This project will concentrate on the design of the landscaped axis boulevard to create a pedestrian/bicycle path, producing the strong urban edge to Cox Street to facilitate retail development consistent with the Southern Grampians Shire’s Master plan and retail strategies. The aims will improve walkability and safety, as well as present the town in an attractive way for residents, visitors and prospective investors.


Project details

Works to be completed as part of the redevelopment include:
• Widening of the eastern side of Cox Street from Lonsdale to French and installation of new median strip
• Upgrade of the existing roundabouts
• Construction of new 3.0m wide shared footpath on eastern side of Cox Street
• Planting of street trees in median strip and along eastern side of Cox Street
• Undergrounding of existing and new powerlines along eastern side of Cox Street

Current Status

The Cox Street redevelopment project will continue to progress with works recommencing Tuesday 18 April 2023 with altered access.

Drainage works will be followed by pathway and kerb upgrades including new splitter islands in Cox Street will follow with full scale road pavement upgrades to be completed on the east side of Cox Street.

Traffic management will be in place for the duration of the works so please follow signage for the safety of yourself, the contractors, and other road users.

Heavy vehicles including trucks and buses MUST use the signposted heavy vehicle detour as heavy vehicles traffic will not have access without special arrangements during the construction period.

Cox Street Heavy Vehicle Detour

Council will temporarily detour heavy vehicles from Cox Street throughout the construction period.

The temporary heavy vehicle detour for trucks and buses will follow:

From Coleraine Road: Mount Baimbridge Road, Portland Road, South Boundary Road, Mt Napier Road, Petschels Lane, Hamilton Highway and Ballarat Road.

From Glenelg Highway: Hamilton Highway, Petschels Lane, Mt Napier Road, South Boundary Road, Portland Road, Mount Baimbridge Road and Coleraine Road.

From Hamilton Highway: Petschels Lane, Mt Napier Road, South Boundary Road, Portland Road, Mount Baimbridge Road and Coleraine Road.

This will ensure safety for those working on the project, pedestrians and motorists.

Traffic Management - General

Public access will be maintained along Cox Street throughout the majority of the construction period.
Traffic will be reduced to one lane for the majority of the construction period.
Council will provide further advice about this disruption as required on our Website, via social media and our local media.

Access to local businesses/property will be managed and determined by the traffic plan which will be developed by the successful contractor. Council will be in contact with businesses to discuss any direct impacts to traffic flow or pedestrian access.
